MyPost: Support manifesting / writeback on manifest

As a MyPost user I would like to be able to manifest my shipments so I can trigger writeback to occur on manifest instead of print.

I would also like to be able to download a manifest report of the manifested shipments so I can see a summary of what is being sent.

This is an important feature and something starshipit should prioritise actioning, especially given the fact that in the background AP is currently working on merging the MyPost and Eparcel services into a hybrid offering
