Set Rates in Order UI using customized rates

Have the ability to enter a rate into the customised rates section and have this rate display in the order UI.
Screenshots below:
- Enter $10.64 in the customized rates section
- $10.64 is the rate that displays in the UI.
Reasoning: We on-charge shipping costs to customers, and the way we set shipping rates is by offering a fixed rate then subtracting the actual shipping cost later - which leaves us with our markup/revenue
