Per-package (not per-order) weight condition for checkout rate rules

Carriers like StarTrack charge Manual Handling/Oversize surcharges per individual parcel, based on that parcel's own weight — not the combined order weight. E.g. a 7-parcel consignment on our StarTrack invoice was charged manual handling for only 2 of the 7 parcels.
The checkout rate rules workaround for estimating these surcharges only offers an "Order Weight" condition, which looks at the total order weight, not each parcel. This makes it unreliable for multi-parcel orders — several light parcels can trigger it incorrectly, while one genuinely heavy parcel bundled with light ones might not trigger it at all.
Request: add a "Package Weight" condition (per-parcel, not per-order) to checkout rate rules, so surcharges can be estimated per package the way carriers actually bill them. A per-package dimension condition would do the same for oversize charges.
