We've introduced two new rules to enhance your shipping process management based on item quantity: Total Item Quantity and Item Quantity.
Total Item Quantity takes into account the sum of all items in an order. For instance, you can set up a rule like 'If TOTAL ITEM QUANTITY > 5, then set courier as DHL Express'.
Item Quantity focuses on the quantity of a specific item within an order. This rule is particularly effective when combined with the SKU condition. For example, you can create a rule 'If SKU = 1234 AND ITEM QUANTITY > 3, then set courier as Australia Post'.

Agree, need this as some couriers are cheaper when sending multiple items. Eg: Need a rule to say "Item qtty > x, Set Courier to be XXX"

Would like the rates to also have the opportunity for quantity based on weight. Customer has boxes that get rounded up to 30kg and often send up to 48 of these at a time - being able to not have to manually set up table rates for each boundary, but instead to count 30kg as 1, 60kg as 2 etc. for table rates is preferable.

Having the ability to create rules based on "item qty" would allow the ability to assign predefined package sizes to orders containing more than 1 item.
