Checkout Rates Rules: Apply multiple of the same action to one condition

I want all shipments going to WA to have a surcharge of 40%. Checkout rates rules only allows me to set a margin for one courier + service type (due to the fact that when one rule triggers, no others will trigger)
Another example is I want to apply specific product codes to one condition (If perishable good, set only express services with dhl, auspost, startrack)

What we are trying to achieve here is to collect shipping cost for this product at a added shipping cost from the customer end to cover the extra cost when it gets dispatched by a third party courier company.
1. I have add a product on your Product catalogue page with SKU: BF-WW-BALE-11KG
2. I have implemented 2 rules base on this SKU
$80 + amount on Auspost Orders and $150 + amount on StarTrack orders.
3. I have tested the product on its on at checkout
I found only one rule works and the second rule at the bottom does not work with the rule on top.
We wish to make both rules work together, please advise how we can make this happen.
What I really need is for both of the rules to work in the screenshot above.
The code will have to make them work together.
Instead of an ‘if coding’ that only includes the top rule, it should really include the second rule with an ‘and’, so that they can work together.
Please let me know if you will be able to escalate this on to your developer team about this issue.
The current situation of StarShipit does not allow itself to carry more than one courier with customized rule in the background.
The current checkout rate page on display in the APP does not do the job as what the user set it up to achieve.
This is not a setting configuration issue that can be solved from our end but requires coding from your developer team.
